Who the issue is assigned to is always static based on the product line it is for (custom form field) but the planned start and planned completion date is dynamic based on if they have capacity. The standard is the planned start and finish date will be in 3 business days if on that 3rd business day they less than 8 hours planned. If they have 8 or more hours planned, it will be assigned to the next business day they have capacity.
