Yes this is possible, even though the question that you have posted is pretty vague, I assume you would have a request form which would contain few fields where you would input url of an excel sheet, which you would process and use information contained within to create a project with specific name or convert an existing request to a project?
You could check modules like Microsoft 365 and also CSV Module
Also it is possible to combine approach where you would download the document from certain storage (that you have) and process it via mentioned module, here you can find an example where there is a document saved directly in Workfront that is downloaded and processed, of course you can decide what to do with the information.
After this you can use Adobe Workfront module and choose one of the options either creating a new project or converting a request to a project.
Also a question is there a way to instead of users entering the links to sheets and Fusion calculating the name for the project for them to just input the name directly in one field?
