Thank you for your question! Yes, I have seen many customers successfully establish an Azure DevOps connection using the App ID and Shared Secret.
The Azure DevOps Fusion Connector is for the Cloud solution and not server (not sure which one you are using). If you need to access Azure DevOps server, you could use the HTTP generic connector to access server as long as you white-list the Fusion IP addresses listed in our documentation: https://experienceleague.adobe.com/en/docs/workfront-fusion/using/set-up-and-manage-fusion/set-up-an....
