New Home: Why are some users able to log time in the RH panel?

When clicking on the task in the new home the Right Hand panel opens. Some users are able to see the clock icon and log time, others are not. Anyone know why? We tried adding "hours" to their layout template but that does not fix it. 

 

The desired result is for people to be able to see and log hours in the RH panel.

Check the access these users have on a the project/object that do not see the log time ability. If they have view-only access on the project, they cannot log time and therefore wouldn't see that functionality.

This person has access and can log hours in the original home environment. The task is assigned to them.
