Where in the tool are you seeing workspace as admin not shared with you? I may have missed that.Other than than, I think the logs will allow you to figure out when a workspace was last used.

In my case, I would not share that ability to a non-Admin or in a crowd-source sharing situation. It's a skill level + accountability issue.  Not having that capability makes it easier to say no.
