From workspace report-lets cant be auto scheduled just entire workspace.   Could you copy this one report-let and then email schedule it?   If this doesn't help only other option is setup Data warehouse then try ftp.   GLTU    

Shared segments are by that very nature built. If you aren't admin of account the segments are created this will be the case. When segments are shared with you can you be added to an admin group? That may allow you some editing...  

Please check are you using a VPN to connect to make the updates try non VPN?  Is this a new PC? Is it a work Locked build PC?(maybe firewall needs adjustment)   Also sometimes on complex files dont do 100 block updates at once try 10 at a time for example.

I don`t think its persistence related. Was there any domain level change or proxy for web server introduced? Is this some sort of SPA(single page application) application? was it changed from a non SPS to and SPA recently? Were there any related processing rules here?(maybe changed?)
