You may update classification values manually using Classification Importer. If you are trying to append an existing classification, I would recommend deleting the existing values (not the classification) and then uploading them via browser import or FTP.
It would be difficult to analyze without looking at the report and the csv. Can you share a screenshot of the sample report. I understand the report/data can be classified so you may mask the reports suite and other fields.
Segments are not available for Clickstream Data Feeds. You may need to run queries on the data to get the required output. If it is a business need, you can work with Adobe Engineering Services to apply a segment to specific Data Feeds.

There is no additional provisioning required for Analytics APIs other than Data Repair and Bulk Data Ingestion APIs. Which APIs you are planning to use? To gain access to other APIs, you need to contact with your organization system administrator for Adobe Experience Cloud.
You may create a separate report suite for QA and add the report suite in exiting Launch property. This will allow the same hits to be passed to the qa report suite which will have updated IAB settings. This way you review the effect of the bot rules in the reports.
