DULE labels can be applied when the XDM Schema is created before any data is ingested.   This is the way to ensure that all data is set with the protections you need. 

For clarification, are you asking how to ignore the the consent option that the visitor to your site has selected? 

It's my understanding that the 24 hour look back is based on when the batch kicks off each day, not when it completes.

Don't do this.     No TMS system is going to work well when deployed within another TMS system.  Side by side is fine, but nested is not recommended nor supported in many cases. 

Kumar,   That's only true if using the Adobe Client Data Layer.  By default that is not the name of the XDM object.    With talking about XDM in terms of data collection it's arc.event.xdm.  You can see this in the debugger as well.
