Hi, can we implement Google Tag Manager (GTM) via Adobe Launch so that we can manage all 3rd party tags from GTM instead of Adobe Launch. Any cons to this approach?

Don't do this.

No TMS system is going to work well when deployed within another TMS system. Side by side is fine, but nested is not recommended nor supported in many cases.
