I don't know that it has anything to do with converted requests. It sounds more like your users are only set to "contribute" to a request, as opposed to "manage" it. I think you meant to post this in the Ideas section. Regardless, a good workaround might be to encourage the sponsors to use a journal entry report (or a notes report) to get this sort of information without all the clutter that instantaneous notifications will produce.
