Sorry, the subject line would be changed for all submitted request confirmations. We needed a more descriptive email header for our users as well and added to the subject line text stating that a representative would reply within 2-3 business days.
Currently an Event Notification's email content (like a submitted request confirmation) cannot be changed, however the subject line can be. See Event Notifications and Customize email subject lines for event notifications .

@Matt Mitchell‚ Yes, I believe this might be their issue. I had the same thing reported from one of my PMs - when I added 0< hours to the tasks in question, the percentage functioned properly.
We use a queue here as well for planned campaign related social. However it would be a struggle for us to use it for the day to day social because it would add more process and I am looking more into reducing process around social if possible.
