Hi Sara. Unfortunately not. They can share, or update design, etc... but no way to change the owner. Workfront confirmed this in a ticket.

We currently have several dashboards that are heavily shared corporate resources that are owned by a "now retired" director. I appears it is impossible to reassign ownership of the heavily shared & bookmarked public dashboard. Request for access to the dashboard goes to a deactivated account now.
