Thinking about this more.  I wonder if there's a way to check on the Adobe Sign side whether or not it's able to communicate with our instance?  Maybe it's some sort of firewall/access issue?  The AEM instance can definitely make Sign requests, but i'm not sure how 'Adobe Sign Configuration Service'...
