I agree that this would be extremely useful. Even if it is just an admin that can view them all and assign groups to send the alerts to.

You could either try to set up this alert in a dev environment where you can control the conditions and force the trigger, or set up an easier trigger that you know will be used (like a page view happened) just to test the send, then edit it back to what you actually need it to be.

We do the same thing with scheduling. Generally do somewhere around 10am on Sunday for the previous week or sometimes Monday at 2am. We generally do this to avoid the times adobe servers are being over taxed on Monday mornings.
