Hi. Quick clarification on this. Projects are owned by the organization, not individuals. A developer has edit rights for any project - even those not created by him/her - as long as he/she has access to all APIs and Product Profiles that are used in that project.

Access to APIs is based on product licenses/entitlements and user role. To access the Target API you need to belong to an organization that has a license for Target.
