Adobe Target API disabled for integration in my project.

I am a new intern and I need to integrate an Adobe Sensei service into my app. I tried to call the API directly an it gave me an 'API-key invalid' error. I tried to follow this document : https://helpx.adobe.com/marketing-cloud-core/kb/adobe-io-authentication-step-by-step.html.
This document asks me to integrate the 'Adobe Target' API to Adobe io. But this particular API is disabled on my account (as you can see in the attached image). Kindly give me an insight into how to solve this issue?
P.S. : This is the service I need to integrate in my app : https://wiki.corp.adobe.com/pages/viewpage.action?spaceKey=SenseiContentFramework&title=Text+Placement+Service

Access to APIs is based on product licenses/entitlements and user role.

To access the Target API you need to belong to an organization that has a license for Target. In addition, you need to either be a Developer with access to a Target Product Profile or a System Administrator.

If you are a member of an organization that has a Target license, please work with one of your company's system administrators to grant you the proper permissions
