This is key! If we can move requests between queues/projects, we should be able to move them between or change the queue topic. We can't ensure that our reporting by queue topic is accurate given some user error.

Provide a way at the admin/setup level to turn on or off the "Show System Updates" toggle. Individual users can change based on their own preference, but we should be able to say that, by default, the system updates are hidden.
