This is what we do, we control it via the project permissions for the request queue project, and as you did, set it for View only.

@Jill Ackerman‚ , if you need some help with Workfront Proof (formerly "ProofHQ" or "PHQ"), feel free to ask. I'm no expert, but I have certainly had the chance to beat my head against it and go around-and-around with Support, sometimes grumpily.  Or just rant, and we can commiserate. 

Yep, WF does not like to be at anything other than 100%…this drove us crazy a couple of times. Also seems…a little like WF needs more work to be accessible to those with vision issues.
