Hi The variables behavior does not change in adobe analytics its just the implementation which changes with app or web. SO the reporting for the app can be done on both Mobile services or Adobe analytics, however, the mobile services reporting are more mobile app-centric only. . thanksSaneesh

the rules will fire one after another however and the evar will get first assigned A followed by B and be will persist. In such cases, the data sequence of the rule plays a key role.

When you say visitor ID report can you confirm if our referring to some variable itself where you are storing the visitor id or is it the one from DW report, as both will have its own reasons.ThanksSaneesh 

If the discrepancy is consistent it means you have something wrong in logic.Would recommend sticking to basics of each variable/metric and not to forget the exclusion if you have any setup.
