Disable the overlays(by renaming the overlay folder) and check again. eventually fix the overlay by comparing the /libs file - Try clearing browser cache and retry again - Any browser console errors or backend error in the logs?

All users in aem are stored under /home/users. Do you have a property or anything in particular to distinguish users for a specific website? Are you using AEM communities by any chance or its a normal multi tenant instance?

I believe you are using a process step and choose the activation script. Instead replace the process step with Activate Page/Asset step as shown in the screenshot which has an option to replicate as participant.Additionally if you would like to know who triggered the workflow, timeline for the page can be reviewed. If I understand correctly, you are trying to fetch some information from postgresql for some transaction in AEM and not trying to replace tarMK with RDBMS. Couple of options to look at - Are you able to successfully install the driver specific to postgreSQL? Make sure you have wrapped the driver jar to osgi bundle. IMO, AEM doesn’t support containers currently for on-prem instances, could be an option in the future for AMS(Adobe managed services)

If I understand correctly, file name needs be the folder name (frobnitz-buy-one-get-one-free.pdf) instead of the actual node name(119-1127.pdf) in jcr. You could look for some existing browser plugins to change the file name on the fly post download or develop one as per requirement. Not certain if this can be achieved server side

Though it can be achieved through customization, there is a risk of getting into performance issues since there needs to be some kind of polling until all the users approve/reject a payload. Would be best if you can split the requirement and delegate the action item to one person within the group and may be trigger a 3rd party Question poll(like slack or other APIs) request to create polls which exposes certain APIs to check the status of all users decision.
