Problem: Currently, if you add an expense to a project and you check the billable check box, the expense is added to the actual cost of the project. Theoretically, this shouldn't be the case because an expense that is marked as billable means that we're expecting to recoup those $$.

Yes, we would find this beneficial. We were told the same thing, and the workaround was to use the rejection issue process combined with a custom form used on the rejection issue. That's the only way we've been able to report on rejections (or what our agency calls first pass yield).
I also had a similar issue. I changed the role ID to role name, and it shows up in the report, but doesn't carry over to the chart. In the chart, I see a long string of letters and numbers instead of the role ID name. Screenshot attached.
