Do you have Workfront Planning? You could consider creating a publicly-shared request form there, this article goes into how to do that and towards the bottom it shows how to enable the public sharing link.

Hi there,  You'd only see Proofing in main menu if you are an admin/have a sys admin access level. It's not part of the main menu options for a layout template. More info here. If you already are an admin in your instance, you could submit a Support ticket so they can see what else may be going on.
