What is the best practice for applying suppressions in a journey? Is it recommended to apply suppressions at the audience level, or should they be applied within the journey itself?
If it is fine to apply in both the places, is there any pros and cons?

Th efficient way is to not engage these profiles in your journeys.
An engageable profile is a record of information representing an individual and is represented in the Profile Service. These records are profiles that you have attempted to engage with using Journey Optimizer’s authoring, decisioning, delivery, experimentation, or orchestration capabilities during the past 12 months.
Basically let say you have 10 M profiles but only 5 M are contactables, you should try to be close to 5M in your audiences used in journeys. Otherwise you will pay for 10 M while using only 5 M.

Yes if the audience used to initiate your journey has 10 M then you're paying for 10 M profiles.
