Can you please let us know whether you are talking about Adobe Media Optimizer or any third party Ad server that needs to be integrated with DTM.

If you are referring to a third party adserver, it can be implemented via a third party tag as described here: https://marketing.adobe.com/resources/help/en_US/dtm/t_third_party_tags.html.
