Open DTM CSS Selector in Authenticated Space

DTM CSS Selector tool (the bullseye) in event based rules should be available to use when authnetication (login to a site) is required.  Currently, it's only available for use on unauthenticated pages.

As a side note for this, the actual DTM CSS Selector tool looks and works almost identically to this chrome extension:
