Firstly, when you say mobile app means you talking about (android/iOS based) native apps. So far I'm aware Adobe Target allows mainly A/B test or Experience Target(XT) test on mobile apps.

As @Gokul_Agiwal mentioned, Mobile apps do not support MVT activities. In correction to Gokul's comment, Along with AB and XT, the mobile app also supports AP and Recommendations. You can also try exploring the Automated personalization activity type, which basically behaves the same as MVT. However, AP uses Advanced ML algorithms to deliver the tailored content to each individual. Unlike MVT where content is served randomly.
