The only thing I know of is overriding the ip address, but it only works for AT 1.x

https://www.mycompany.com?mboxOverride.browserIp=60.234.0.39

Maybe a VPN connection to a different geo? Thought this was helpful as well.

I'm not sure I understand your use case fully. Are you creating audiences in Target for different time zones? Or do you have dynamic content that keys off of time zone? And is your purpose in viewing the preview link to ensure content is rendering as expected or to ensure that the audiences qualification is proper? If the latter I think @Eric_Vidana's solution would work. If you are on at.js 2.x you'll need to use an x-forwarded-for browser plugin to spoof an ip address. Also a little trick for finding IP addresses in different time zones is by doing a custom search for a particular city in that time zome. So for a central time zone IP I could search for this: https://duckduckgo.com/?q=site%3Awhatismyipaddress.com+"City%3A%09Dallas"
