Unable to save if a check box it is not checked

Is it possible for a user to not able to save the form if does not has check a check box?

You can't users prevent from saving a form.

This is not preventing users from saving the form via [Ctrl]+[S] or over the file menu.

I believe he is talking programmatically otherwise he would have said "with the file menu".  You are assuming that he says from the file menu which is not stated. lets get his input first. thanks
