What do you mean by draft level?

If your PDF will go through multiple stages of edits you could add in checkboxes or buttons to discern when it's still a 'draft' versus when approved or is final. Or it could be saved as a different filetype that wouldn't allow further editing? Not sure that helps - but maybe...?

Ah, I believe you'd have to ask in a separate forum. This one: https://forums.adobe.com/community/livecycle/reader_extensions
Assistance may also be available by questioning the the Adode Customer Care account on Twitter: https://twitter.com/AdobeCare
