How to input data on a existing PDF form

I come across many pdf forms that appear to have been created for data field input.  Even when you press tab it will go to the next field however, it will not let you enter data.  Is there an Adobe software that allows you to convert this type of pdf form?

All of the fields have been defined as ReadOnly ......so they carry a tab stop but the user cannot interact with th efields. Open the form in Designer. Click on one of the fields, then open the Object Palette. On the Value Tab you will see the Type as being set to ReadOnly. Change this to User Entered Optional. Repeat for every field.
