You would need to download and install adobe livecycle ES4 server to render and fill the forms on mobile devices. Evlauation copy can be downloaded from http://www.adobe.com/cfusion/tdrc/index.cfm?product=livecycle. Choose the "english jboss windows" option and install it. The installation is damn simple for the jboss turnkey option I have recommended. Once your server is setup, you can deploy the sample MobileFormsIVS application made available in the setup. Upload your forms to this application and render them in HTML5.
Thanks,
Saket.

Thank you, and if I want to pay for Livecycle server is it just an off-site hosted server? Or a dedicated on-site server?

If I want to run an on-site server does it have to be a dedicated server to livecycle? Or can I install this on my existing server?

LiveCycle can run on a variety of platform combinations of OS , app server & database if your existing server meets the system requirements then you can run LC on it with one of the supported platform combinations.
Refer to http://helpx.adobe.com/livecycle/help/livecycle-es4-supported-platforms.html to know more about support platform combinations
You can run turnkey installer when using trial which automatically installs everything that is needed when express install mode is chosen.
