Creating a pool of interchangeable questions for LC form

Hi,

We currently have a dynamic application that presents questions to the user depending on previous answers (and user class).  However, it is becoming a pain to cycle questions in and out in LiveCycle, as this requires a manual insertion of subforms.

The concept is to have the existing application, and a larger pool of questions that can be easily inserted into the application.

Can "fragments" help with this? (this is one area I don't have much experience with)

Could the end result conceivably easy enough for someone to exchange questions in Acrobat, not being required to edit in LiveCycle?

Any tips on developing this?
