Making Tool Tip Pop up?

I have brain dead users who can't figure out several things on my form. Like "Signature" actually means that a Signature is required.



I tried setting up tool tips under accessibility. The tips don't pop up. I have looked in vain for a setting to make this turned on by default, but can't find one.



Am I the brain dead one?



Is there a better way to hold the users hand and give them information about each field when they get to it?

The tool tip will not appear until you hover over the field.

OK, so they pop up when you hover, but this form is designed to tab through to type the information. No pop up because no hover.



I guess I didn't ask the question correctly.



Is there a way to make the tool tip pop up when the user is in the edit field?
