What do I need to buy in order to make dynamic forms with expanding fields? (2018)

I have Adobe Acrobat DC and I want to create dynamic forms with expanding fields. From other questions I've been reading, it seems that in 2018, I can't get LiveCycle, but need to use Javascript in Adobe Acrobat DC.  Am I misreading that?  I just want to know if I need to upgrade or buy LiveCycle, but I can't figure that out.  Any advice is welcome.
