Disabling Rules in Production Environment

Apologies for the basic question, but when I follow the documentation on how to disable a rule it doesn't seem to propagating to the production environment. 

What I'm trying to do: Disable some JavaScript deployed as a Rule in Adobe Experience Platform Data Collection. 

 

Steps I've followed: I have disabled the rule within the rule authoring environment, created a new library with the disabled rule and approved and published the rule to production. 

However it looks like the JavaScript is still firing. Are the above the correct steps? What I need to do to remove JS from my site that was deployed via AEPDC?

Steps that you followed looks good to me. Have you tried to clear the cache or tried it in incognito browser after disabling the rules?
