Specific permissions needed for rollouts

What specific permissions should we check if an author is unable to rollout?

   User should have permission:

1. To read the rollout configs
2. Modify and create/delete permission on content(where rollout is happening)

What I believe is the user is able to select the rollout configs then

Check Modify/create/delete permission on pages/content where you are trying to rollout content.
