SPA Editor: Have more than one template policy return a structure depth

For the SPA Editor:  Is there a way to have more than one template policy to also return a certain depth?  It seems to only work for the "SPA Root" template.  Selecting "Is Root" for any other template does not work, even if the SPA Root template is deselected as the root.  What I found is that it seems that there can only be one root, regardless of how many templates you have, but maybe I'm missing something?
