MSM PageMoveAction is not working if page is moved to a lower hierarchy

Steps:
1) Created a PageMoveAction rollout config with path /apps/msm/rolloutconfigs/pagemove

2) Navigate to  http://localhost:4502/sites.html/content/we-retail/language-masters  , select English (en)  , Click Properties Tab, Select Blueprint tab and add rollout config "Page Move rollout config " (created in above step with onlly PageMoveAction) and then "Standard rollout config". Save & Close.

3) Create a child page under http://localhost:4502/sites.html/content/we-retail/language-masters/en/products (say testMove) .
4) Select testMove, Click Edit and rollout this page .
5) Verify the testMove page is now rolled out to live copies.
6) Select testMove page  http://localhost:4502/sites.html/content/we-retail/language-masters/en/products and Click Move.
7) Select any lower hierarchy page (say Coats page ,  /content/we-retail/language-masters/en/products/men/coats ) and click Move.
8 ) Verify this move worked fine in master copy.
9) Select moved testMove page under men/coats and Click Edit. Rollout this page.
9) Check the testMove page in live copies, it is not moved to /men/coats.

Check [1] to make sure pagemoveaction is setup properly. If you are able to reproduce the on we-retail pages on a OOTB instance, log a daycare ticket.
