I want to add a custom action which it will submit to SalesForce backend. What is the preferred way to extend the actions dropdown list?

To add a custom action that submits data to a Salesforce backend, you can extend the actions dropdown list in Adobe Experience Manager  by creating a custom TouchUI dialog and a custom servlet.
