AEM On Prem Vs On Cloud

What is AEM On Prem Vs On Cloud?

On Cloud takes care of product updates, DevOps, etc correct?

When we estimate work for AEM implementation, what factors to handle please?

Some documentation says best practices required for Cloud, but I would say it holds good even for On Prem.
