Option to restrict characters in Tag Title and Tag Name

Request for Feature Enhancement (RFE) Summary:	Option to restrict the characters allowed in Create Tag Wizard using Regex
Use-case:	During SOLR/other third-party apps/service integration
Current/Experienced Behavior:	As '+' is not converted to '-', this is causing some issues in our project. Especially, when tag data flows from AEM to SOLR and vice-versa.
Improved/Expected Behavior:	Let the customer decides, what all character needs to be allowed in creating Tag/Namespace Wizard
