Is there a way to see all "scheduled" campaigns and when they are scheduled to execute?

Have you taken a look at the Timeline feature?

This does show each Campaign and its start and end dates. If you are talking about the specific deliveries, you could work with the Marketing Activities section or create a workflow that executes and dumps the scheduled deliveries along with their start date.
