We're a multi-national conglomerate with offices around the globe.
In our subscription forms, we wish to create dynamic content (confirmation emails) for those who select (in our subscription form fields) their country of origin.
For example, a person in Italy who opts to subscribe to our newsletter would be sent an email (a confirmation email) with our Italian headquarter address placed at the footer of our confirmation email. If we do not have a headquarter in the country they've selected, we want to include our main France address (EU Headquarters) as the default address in the footer. We are doing this only for EU (European Union) as we are developing a double opt-in confirmation process for European countries, as required by law in Europe.
How can we configure this either in the forms and in the emails?

You can create conditionnal content in emails bu following this documentation.
In web forms, you can add visibility conditions in pages, as described here. Note that you also have a conditional content feature that works in a similar way than in emails (first link) when editing the content of a form container.
You could set these conditions based on the data they enter in the form or on the data that is already in the database.
