Hourly Granularity in Export Not Working

When downloading a report with hourly granularity, the output shows the MM/DD/YYYY format.  Expecting to see hourly format.

Is this a known bug?

This definitely looks like a bug. I would request you to chat with the customer care or email them at clientcare@adobe.com with the information to reproduce this output. This would help us in raising the bug and getting it resolved ASAP. Thanks for reporting this!
