I want to calculate Daily Active Users on my website, and the definition of Daily Active Users is "Users who were active on more than 15 days in a month". There is no variable already defined to calculate Number of Active Days by a users. How to carry out the requirement in Adobe Workspace.

You could try and create a segment that captures users who have been active on more than 15 days in a month. This can be done by dragging in the Day dimension in the segment builder, clicking on the operator selector a setting it to 'is greater than or equal to (distict)' with 15 as the number.
In a report, the segment would be used on top of your unique visitors:

I created the segment for Active users as per your suggestion. However, when I tested it by using one of the user ID in the dimension and visits as the metric, it’s still including users who were active for less than 15 days in a month. Could you clarify what might be missing or if I’ve misunderstood the logic?

In the above screenshot, i tested for a user who was only active for 11 distinct days this month but he also got considered which ideally should not happen.

Just sharing an extension of what is already shared by @Martinej . Using the segment created as per suggested above, I created a calculated metric to return distinct count on marketing cloud visitor ID. This is reporting on the volumes of active users.
You can verify by using alongside your marketing cloud visitor dimension. I am hoping this provides some direction to where you are heading at least?
