More control User Group

I would like to see more control given to the admins with user group.  We have so many reports, abilities, that we want to share this.

for example -

access to create your own distribution list

access to user distribution list

all custom conversions (we have one that we do not want outside our org. to see, but we cannot control this)

Essentially, I would like to create partial admins to do certain tasks and full control on what can and cannot be seen / done.
