I think the section I bolded below may be the part that was causing the reason why they can't see it.
"You must have View permissions on the project as well as access to Financial data from your access level in order to be able to view the Finance sub-tab on a project. "

Yeah I'm seeing the same thing. Even stranger I'm seeing that I can give View and View Finances at a Team level, but they won't truly get the access (as you've stated). When I try to add an individual from that same team and give them View and View Finance access, it's not available. See screen shots. Hmmmm, that appeared to work as they can now see the Expenses tab. But when I open the tab (logged in as a person with a Work license) none of the Expenses show up (and I did make sure there are some and that I didn't have a Filter on J ). I was able to figure out a solution to this, and while this is quite an old thread now it seems like it's worth posting.
I went through the steps above to make sure that my Work license team members have the permissions needed
Then I too found that from the Worker view the Expenses tab is blank
To get around this I created a report of expense objects, and then a dashboard to contain that report-critically important is that I had to set this report to "Run this report with the Access Rights of" the project manager on that team.
Then created a custom tab for the Worker members using this dashboard within the Project view.
A definite down side is that they cannot create new expense objects like you can in the actual expense tab. Justin White Quality Bicycle Products
