Tracking / Reporting on System Updates by Project

Are you able to report on changes made to a project? 

The data that shows up on the updates tab listing what fields have been changed and who changed them?

You can use a Journal Entry report. I have a few set up with prompts, such as project name to narrow down what you're looking for.
