Resource Plan off of Issues

Do any of you all know of a way to do resource planning based off of issues assigned to people? I have a writing team that works off of issues that are sent over to them from other department's projects. Right now i have no way of tracking how many hours it will take them to get the work done, if they are overloaded, or where the writing is in the process. What would you all recommend?
