So, as we turn more and more projects to "On Hold" status before finally killing them when the apocalypse arrives, I've had this new experience where the Proof that we were in the midst of working on started spitting out Late Notifications to everyone reviewing the proof AFTER I turned the project from Current to On Hold. I think you need to check what status your "on hold" equates with. I think we had to create our own version of a hold status to stop people from being able to bill time to the project, get notifications, etc. I'd start there!
